Special status to Pakistan remains counter productive

New Delhi never granted unconditional MFN status to Pakistan

Islamabad: [April 27]

The Pakistan Economy Watch (PEW) on Tuesday said demands to accord Most Favoured Nation (MFN) status to India are against the economic and national interests.

The local business circles demanding MFN status to India are not fully aware of the repercussions of such a move, it said.

Pakistani importers may save a billion dollars per year if India is declared MFN but it can damage local industry, increase infiltration, and trigger terrorism, said Dr. Murtaza Mughal, President PEW.

Indian Electricity or Free Publicity

The Pakistan Economy Watch (PEW) on Sunday said Indian offer to export electricity to Pakistan is not a viable option.

It is a diplomatic initiative by an energy deficient country to get free publicity at a time when Pakistan is facing a shortfall of 6000 megawatt, it said.

India, the sixth largest consumer of electricity, is fruitlessly trying to bridge the gap between demand and supply since decades to achieve high rates of growth on sustainable basis, said Dr. Murtaza Mughal, President Pakistan Economy Watch (PEW).

Soaring gold prices, investors losing confidence in dollar

The Pakistan Economy Watch (PEW) on Thursday said unprecedented hike in gold and silver prices suggests that investors have lost some faith in weaker US dollar.

The development also hints at lack of confidence among investors in America’s political and economic system as well as capabilities of leaders.

Such developments can be attributed to the flawed US policy of ‘spend and borrow,’ said Dr. Murtaza Mughal, President Pakistan Economy Watch (PEW).

Challenge of drone attacks By Syed Talat Hussain

THE drones are back. After nearly a month-long break, the attack in Angoor Adda, South Waziristan on April 13 has dashed the hope that Washington was seriously considering racking back its lethal weapons.

However, more than Washington’s persistence, it is Pakistan’s policy of ‘contrived ambiguity’ on drone operations inside its territory that must be blamed for a situation that has left the civilian and military leadership angry and tense.

While it has bleated out protests off and on, the government has tolerated hundreds of attacks with equanimity. There has been much talk of stopping the drones, but no evidence to indicate that the government, or the opposition, is the least bit interested in seriously reviewing this policy.

Has Nawaz Sharif taken the PPP bait again? by Ansar Abbasi

ISLAMABAD: The PML-N has again been set up, fooled in the name of democracy and possible threats from the establishment, as the Zardari-Gilani duo has smartly pushed the bogey of a technocrats’ government to scare Mian Nawaz Sharif into supporting the PPP to pass the next budget.
Sources said that Nawaz Sharif, who has recently undergone heart treatment in Britain, has already been alarmed by statements of Prime Minister Gilani of the possible setting up of a technocrats’ government to exploit his fears. The PML-N chief was asked to support the system and not to let it derail.
Without the support of the opposition and in view of the unpredictability of the MQM, it would be extremely tough to get the next finance bill passed, which could mean the fall of the government. According to sources, the talk about the technocrats’ government by the president, prime minister and a few ministers, including Interior Minister Rehman Malik, was a deliberate move aimed specifically at Nawaz Sharif. No evidence has been produced by any of the PPP leaders to substantiate the imaginary threat.

Deficit Reduction Plan to Implement Feared Cost-Control Tool

April 13, 2011 — The deficit-reduction plan unveiled by President Barack Obama today strengthens a cost-control tool in healthcare reform that organized medicine fears.

The savings mechanism is the Independent Payment Advisory Board (IPAB). Under the Affordable Care Act (ACA), the IPAB will advise Congress on ways to curb the per capita growth of Medicare spending if it exceeds growth-rate targets set by the law.

If it does not implement IPAB recommendations, Congress must enact policies that save just as much, or else let the Department of Health and Human Services make the cuts.

650 million reasons not to trust Britain’s policy in Pakistan

On Tuesday 6 April 2011 David Cameron visited Pakistan, he came bearing gifts and seemingly a guilty conscious about the old British colonial political failures. He was quoted as saying with regards to Kashmir “As with so many of the world’s problems, we are responsible for the issue in the first place”.

No one would argue with Cameron’s assessment, however it only highlights why Britain should never be allowed to interfere in the affairs of Pakistan ever again. But interfere it will. The day-visit wasn’t about Cameron’s offloading Britain’s colonial guilt but about ensuring the policy of creating more colonial minds continues. With a massive government deficit at home and years of cuts ahead Cameron has somehow managed to spare £650 million to give to Pakistan to fund future education projects. It makes Pakistan the biggest recipient of education aid from the UK.

Senate Bill to Put Physicians' Medicare Billing Data Online

April 9, 2011 — How much individual physicians receive from Medicare for treating seniors on a service-by-service basis — level-4 office visits, vaccinations, chest x-rays — would be posted online for all to see under a bill introduced April 7 by Sen. Charles Grassley (R-IA) and Sen. Ron Wyden (D-OR). The 2 senators contend that public disclosure of billing information would help citizens and consumer watchdog groups spot Medicare fraud, waste, and abuse — and also deter clinicians from engaging in it. "I believe transparency in the healthcare system leads to greater accountability," Sen. Grassley said on the Senate floor. "I’ve often quoted Justice Brandeis, who said, 'Sunlight is the best disinfectant.'" Accordingly, he and Wyden titled their legislation the Medicare Data Access for Transparency and Accountability Act. The American Medical Association (AMA) counters that physicians deserve privacy when it comes to Medicare billing. Furthermore, it argues,...

Though Pakistan has recently launched its new Anti-narcotics policy (2010) yet many think it, like the previous, a mere document short of action and implementation. It came into light after a few years of lapse since the end of the previous policy. The prospects of success of war on drugs in the last few decades, according to some assessments, are not dissimilar to the stories of ‘war on poverty’, and now ‘war on terror’. However, amid such claims and counter claims, researchers would like to critically evaluate the impacts of such anti-narcotic strategies and actions.

Message from Dr. Atta ur Rahman

Dear Colleagues
In a shocking move, the present government approved the shredding of the Higher Education Commission into pieces and handing the functions to the provinces. The Cabinet formally approved this last week.
This was illegal as HEC was a Federal Regulatory Authority and protected under the 18th amendment of the Constitution like other Federal Regulatory Authorities . It was also completely autonomous, and reported directly to the Prime Minister. However it was treated as if it was a part of the Ministry of Education, and since the Ministry of Education was being devolved, so this was too. HEC had developed many enemies when I was its Chairman as I was determined to strictly follow merit and not compromise on principles. Dr. Sohail Naqvi, Executive Director, continued these policies, after I resigned,  as did the new Chairman Dr. Javaid Laghari. This annoyed many Parliamentarians, specially on the matter of forged degrees as HEC refused to testify them as genuine.

Rape of Iraqi Women by US Forces as Weapon of War: Photos and Data Emerge
In March 2006 four US soldiers from the 101st Airborne Division gang raped a 14 year old Iraqi girl and murdered her and her family —including a 5 year old child. An additional soldier was involved in the cover-up.
One of the killers, Steven Green, was found guilty on May 07, 2009 in the US District Court of Paducah and is now awaiting sentencing.
The leaked Public Affairs Guidance put the 101st media team into a "passive posture" — withholding information where possible. It conceals presence of both child victims, and describes the rape victim, who had just turned 14, as "a young woman".
The US Army's Criminal Investigation Division did not begin its investigation until three and a half months after the crime, news reports at that time commented.

Impact of EHR on Revenue Cycle Management

The innovation of electronic claims processing has raised the benchmark on what can be done to improve patient care, reduce costs, increase productivity, and reduce the time between reimbursements. Revenue cycle management has evolved to bridge the gap between the clinical side of electronic medical records and the billing side. Some electronic medical record software has integrated this process for a seamless patient flow - making the revenue cycle management process start as soon as a patient is registered. For physician services, revenue cycle management is one of the biggest parts of how a practice is paid. The revenue cycle begins when the patient is scheduled for an encounter and ends when payment for all services and procedures provided during the encounter is received. Most practices understand the importance of ensuring third party payment is appropriate and that the full amount due is received in a timely fashion. Practices understand that failure to ensure that insurance...

8 Habits Of Highly Effective Google Managers

Google's "people operations" team (HR) has applied the Google Way (data analytics) to management analysis and developed a manifesto entitled Eight Habits Of Highly Effective Google Managers.
Google has used this manifesto to turn crappy managers into acceptable ones.
How?
By teaching them the basics.
Specifically, the manifesto has helped engineering geniuses who know how to write code but have no idea how to manage people learn how to manage people.
Not surprisingly, it turns out that the eight habits of highly effective Google managers are the same as the eight habits of highly effective managers everywhere!

Are you Still Confused to Choose a right EHR for you?

Introduction If you're still weighing the pros and cons of an electronic health record (EHR) purchase, consider this: Forget about going to an EHR because the government may or may not force you to comply. Think of improving your practice and perhaps your quality of life with the benefits of an EHR. Your coding compliance will increase. You'll have access to data about your practice and patients that would be impossible with a paper chart. An EHR will have a major impact on your practice and the way that you currently triage patients in the office. Here are common scenarios in offices without an EHR: A paper chart is expensive to produce and you can never seem to find it when you need it most. A chart audit will most likely confirm that your documentation does not add up to the code reported. In my chart reviews I find that physicians are either under coding or under documenting services performed and that approximately 30% of handwritten charts are not compliant.
